The Power Sector Assets and Liabilities Management Corporation (PSALM) conducted on Friday, 24 September 2021, the pre-bid conference for the procurement of the Operation and Maintenance Service Contract (OMSC) for the 165-megawatt Casecnan Hydroelectric Power Plant (CHPP).
The terms and conditions of the procurement were discussed at the pre-bid conference. The conference also provided the interested bidders an opportunity to ask questions and request for clarification on concerns relative to the requirements mentioned in the bidding documents.
The bid opening is scheduled on 12 October 2021 at 10:15 A.M. Said proceedings will be done through a hybrid arrangement where people can participate at the PSALM office, while others may opt to participate via videoconferencing. After the bid opening, the evaluation of bids will follow. Late bids will be rejected outright.
The OMSC shall commence on 26 November 2021 and shall be effective for one (1) year while PSALM is working on the privatization process. The Approved Budget for the Contract (ABC) for this OMSC project is PHP462,000,000.00, which will be sourced through PSALM’s 2021 and 2022 Corporate Operating Budgets.
Seven (7) prospective bidders attended the pre-bid conference, namely, KEPCO KPS Carabao Corporation, Soosan ENS Co. Ltd., China Energy Engineering Group Heilongjiang Energy Engineering Co., Ltd., Marine-Power Industry Asia Pacific Corporation, Atdinum Energy Inc., SN Aboitiz Power-Magat, Inc., and First Gen Hydro Power Corporation.
The conference was also witnessed by the National Power Corporation-Mindanao Generation, National Irrigation Administration (NIA), and the CE Casecnan Water and Energy Company Inc. (CEWEC).
Currently, CEWEC operates the facility by virtue of an Independent Power Producer Build-Operate-Transfer (BOT) contract with NIA, which will end on 11 December 2021.
“The procurement of an O&M operator will ensure the continuous generation of energy as well as the uninterrupted irrigation service of the Casecnan Project upon Casecnan’s turnover from the CEWEC to the Government on 11 December 2021,” PSALM President and CEO Irene Besido-Garcia said.
The OMSC will begin on 26 November 2021 to give the O&M operator sufficient lead time to familiarize itself with the operations of the CHPP. This will also allow it to mobilize its personnel in preparation for the actual operation and maintenance beginning 12 December 2021.
The CHPP is a combined irrigation and power generation project located at Sitio Pauan, Brgy. Villarica, Pantabangan, Nueva Ecija on the island of Luzon, about 150 kilometers north of Manila. The two run-off weirs and intake structures of CHPP constructed along the Casecnan and Taan Rivers are located in Peleway, Municipality of Alfonso Castañeda, Nueva Vizcaya.
Interested bidders may send questions and clarifications until 02 October 2021, addressed to the Chairperson, Bids and Awards Committee and sent to PSALM’s office at 24th Floor Vertis North Corporate Center 1, Astra corner Lux Drives, North Avenue, 1105 Quezon City or through email at BACSec2021@psalm.gov.ph. Supplemental Bid Bulletins shall be issued to inform all interested parties of any refinements on the bidding documents and procedures.
