The Power Sector Assets and Liabilities Management Corporation (PSALM) is holding a public bidding to dispose, through package sale on an “As-Is, Where Is” and “Take All” basis, certain unserviceable assets consisting of junk and scrap materials in various locations.
Package 1 includes obsolete heavy equipment and unserviceable transformers and motor vehicles located at the Naga Power Plant Complex in Naga City and at the former Cebu II Diesel Power Plant Complex in Toledo City, both in Cebu Province. The minimum bid price for this package is set at PHP1,248,000.00.
Package 2 is comprised of various retired equipment, cable wires, obsolete spare parts, scrap and power transformers located at the Kalayaan Pumped Storage Power Plant and Caliraya Hydroelectric Power Plant. This package has a minimum bid price of PHP5,600,000.00.
Package 3 consists of old structures, retired equipment, scrap materials and unserviceable gas circuit breakers and transmission bushings. The materials are found in different locations in Luzon such as the Makiling-Banahaw Geothermal Power Plant Complex in Calauan and Bay, Laguna, and in Sto. Tomas, Batangas, the Calaca Coal-Fired Thermal Power Plant Complex in San Rafael, Batangas, and the Mexico Central Warehouse in Mexico Pampanga. The minimum bid price for this package is PHP9,150,000.00.
Package 4 is composed of various Ormat Binary equipment and spare parts, power transformers, retired equipment and scrap materials, including office furniture, appliances, and fitness equipment. These items are located in various sites in Southern Luzon such as the Bacon-Manito Geothermal Power Plant in Manito, Albay, the Basecamp in Tublijon, Sorsogon, the Ligao Stockyard in Ligao, Albay and the Tiwi Geothermal Power Plant in Tiwi, Albay. It is offered with a minimum bid price of PHP21,618,000.00.
A Pre-Bid Conference is scheduled on 05 May 2021 at 2:00 PM via online video conferencing or webcasting. This conference aims to address inquiries from interested parties and clarify concerns on the said assets. Prospective bidders may express their intent to join the conference by sending an email to the Disposal Committee Secretariat (Disposal_Sec_2020@psalm.gov.ph).
Sealed bids will be accepted from bidders on or before 10:00 AM of 03 June 2021 at the PSALM Office, 24th Floor Vertis North Corporate Center 1, Astra corner Lux Drives, North Avenue, Quezon City 1105, Metro Manila.
Offers received below the Minimum Bid Price will be automatically rejected during bid opening.
Proceeds from the sale of these assets will be added to the funds to be used for the settlement of PSALM’s assumed financial obligations.
