PSALM holds bid opening for Malaya plant O&M contract

The Power Sector Assets and Liabilities Management Corporation (PSALM) held a bid opening today, 27 July 2020, relative to the public bidding for the Operation and Maintenance Service Contract (OMSC) of the Malaya Thermal Power Plant (TPP).

At the bid opening conducted via zoom, Soosan ENS Co., Ltd. emerged as a lone bidder with a bid of PHP222,552,000.00 for the one-year service contract. The bid submitted is still subject to the detailed bid evaluation and post-qualification activities. Should Soosan ENS Co., Ltd. pass the said activities, the bid will be presented to the PSALM Board of Directors for the approval of the issuance of the Notice of Award. PSALM has approved a budget of PHP224,800,000.00 for the procurement of the OMSC.

Situated in Pililla, Rizal, the Malaya TPP is being managed by PSALM through an OMSC. It was designated by the Department of Energy (DOE) as a must-run unit (MRU) in 2014. As an MRU, it is called by the National Grid Corporation of the Philippines to run and provide security capacity during shortage in electricity supply caused by power plant outages to ensure system reliability of the Luzon grid.

MTPP will continue to be operated as an MRU pending its privatization.
