PSALM holds pre-bid conference as part of the third round of bidding for Malaya power plant and its underlying land

The Power Sector Assets and Liabilities Management Corporation (PSALM) held a pre-bid conference on 13 February 2020 as part of the third round of bidding for the privatization of the 650-megawatt Malaya Thermal Power Plant (MTPP) and its underlying land. MTPP is located in Pililla, Rizal.

Three interested bidders namely AC Energy, Inc., Panasia Energy, Inc. and Denki Power participated in the pre-bid conference.

MTPP is currently operational and being dispatched as a Must Run Unit (MRU) by the National Grid Corporation of the Philippines. However, per the Department of Energy’s (DOE) direction, once privatized, MTPP is no longer required to run as an MRU.

The last day for the Submission of Documentary Deliverables is on 12 March 2020 at 5:00 PM. Only parties who submitted Letters of Interest and who have been issued PSALM’s Bidding Package will be allowed to participate in the privatization of MTPP. The Bidding Procedures can be downloaded from the PSALM website at www.psalm.gov.ph. The bid opening is set on 15 April 2020.

Interested bidders must address their bids to the PSALM Bids and Awards Committee (PBAC) Chairperson and send to PSALM’s office at 24th Floor, Vertis North Corporate Center Tower 1, Astra corner Lux Drives, Vertis North, Mindanao Avenue, 1105 Quezon City.

In 2019, there were two rounds of public bidding and both were unsuccessful.
