PSALM declares Shell and Phoenix as winning bidders for its 2018 oil requirements

The Power Sector Assets and Liabilities Management Corporation (PSALM) declared Pilipinas Shell Petroleum Corporation and Phoenix Petroleum Philippines, Inc. as the winning bidders for the procurement of supply and delivery of oil-based fuel for Ilijan Natural Gas Power Plant (INGPP) and Malaya Thermal Power Plant (MTPP) for CY 2018.

Shell and Phoenix passed the post-qualification process that PSALM conducted that determined the existence, authenticity and sufficiency of the eligibility and technical documents they submitted. PSALM has issued the Notices of Award to Phoenix and Shell.

In the bid opening that PSALM conducted on 30 April 2018, Shell submitted the lowest bid for the supply and delivery of neat diesel oil for INGPP with its calculated bid amounting PhP961,161,000.00. As for the supply of industrial fuel oil for MTPP, Phoenix emerged as the lowest bidder with a bid amounting PhP1,138,767,000.00. Phoenix also submitted the lowest bid for the supply and delivery of diesel oil for MTPP, calculated at PhP47,701,220.00.

Other bidders who competed for PSALM’s three procurement projects include Petron Corporation, Petrotrade Philippines, Inc., Seaoil Philippines, Inc., and SL Harbor Bulk Terminal Corporation.
