STX Marine Service Co. Ltd., the current operator of the Malaya Thermal Power Plant (TPP), has been awarded the contract to overhaul the Rizal-based power plant's Unit 1, the Power Sector Assets and Liabilities Management (PSALM) Corporation reported recently.
"The procurement of services and spare parts for the turbine/generator overhauling and other related works for the Malaya TPP's Unit 1 has been awarded to STX Marine, which was likewise awarded the power plant's one-year Operation and Maintenance Service Contract (OMSC)," PSALM President and Chief Executive Officer Emmanuel R. Ledesma, Jr. disclosed.
"PSALM has issued the Notice of Award, and STX Marine has posted the performance security thereafter. The next steps will include signing of the contract agreement by both parties, and the subsequent issuance of the Notice to Proceed, after which STX Marine will commence mobilization," Mr. Ledesma explained.
Mr. Ledesma added that the price for the contract was PhP81 million (PhP80,627,176.00), which was STX Marine's original offer for the project. The project has an approved budget of PhP94 million (PhP94,360,000.00).
In accordance with government procurement policies, PSALM conducted negotiated procurement for the project and requested proposals from a total of nine (9) possible contractors.
However, only three (3) service providers tendered their proposals prior to PSALM's submission deadline. These are Guangxi Hydroelectric Construction Bureau; STX Marine; and Weir Engineering Services, Ltd. Of the three, only STX Marine was found compliant with the eligibility and technical requirements, as provided in PSALM's Request for Proposal, and was rated as "passed".
STX Marine was eventually declared as the bidder with the Single Calculated Responsive Bid for the procurement project, after PSALM completed the Post-Qualification phase.
STX Marine is engaged in the design, construction, supervision and repair of system or equipment related to energy. The company is also a provider of maritime solutions, and among its services are ship management, marine transportation and brokerage, and ship design, construction, leasing and repair.
The Malaya TPP is located in Pililla, Rizal Province, and is being managed by PSALM through an OMSC. It consists of a 300-MW unit with a once-through type boiler and a 350-MW unit fitted with a conventional boiler. It was rehabilitated in 1995 by the Korea Electric Power Corporation under a 15-year rehabilitate-operate-manage-maintain agreement.
