PSALM lists possible contractors for gensets

11 Nov 2014

The Power Sector Assets and Liabilities Management (PSALM) Corporation has been tasked by the Department of Energy to engage in exploratory discussions with companies for the purchase or lease of generator sets as a measure to address the anticipated power crisis in the summer months of 2015. Section 71 of Republic Act No. 9136, the Electric Power Industry Reform Act of 2001 (EPIRA), provides:

"Section 71. Electric Power Crisis Provision - Upon the determination by the President of the Philippines of an imminent shortage of the supply of electricity, Congress may authorize, through a joint resolution, the establishment of additional generating capacity under such terms and conditions as it may approve."

For the past months since President Benigno Aquino III asked Congress for the authority to establish additional generation capacity under the EPIRA, PSALM has been receiving several letters of intent and accommodating requests for meetings from these potential contractors.
