With the published Invitation to Bid released on Monday (14 July 2014), the Power Sector Assets and Liabilities Management (PSALM) Corporation has commenced its procurement of a one-year Operation and Maintenance Service Contract (OMSC) for the 650-megawatt (MW) Malaya Thermal Power Plant (TPP).
"We would like to invite generation companies and eligible entities, especially those who are interested in acquiring government's power assets, to participate in this bid, which is a very good exercise on power plant operations and maintenance," PSALM President and Chief Executive Officer Emmanuel R. Ledesma, Jr. said.
The ITB also specified that the Malaya TPP OMSC procurement has an approved budget of PhP451 million (PhP451,301,265.86), which shall be sourced from PSALM's Corporate Operating Budget.
Beginning 14 July 2014, interested parties may obtain a complete set of the Bidding Documents at PSALM's Makati City office, or electronically via the PSALM and PhilGEP websites.
PSALM noted, however, that payment of a nonrefundable participation fee of PhP50,000.00 is a requirement for bidding as well as attendance to the Pre-bid Conference, which has been scheduled on 24 July 2014 at 2:00 p.m.
Submission of bids is on or before 12:00 noon of 06 August 2014, after which the opening and evaluation of bids will follow at 12:30 p.m. Late bids will be rejected outright.
The Malaya power plant is located in Pililla, Rizal Province, and is being managed by PSALM - currently through an OMSC with SPC Power Corporation - while it awaits privatization. It consists of a 300-MW unit with a once-through type boiler and a 350-MW unit fitted with a conventional boiler. It was rehabilitated in 1995 by the Korea Electric Power Corporation under a 15-year rehabilitate-operate-manage-maintain agreement.
