PSALM to purchase 2.55 million liters of IDO for power plants

The Power Sector Assets and Liabilities Management (PSALM) Corporation will purchase a total of 2.55 million liters of industrial diesel oil (IDO) for use by the Malaya Thermal Power Plant (TPP) located in Pililla, Rizal; the Naga Power Plant in Naga City, Cebu; Power Barges (PBs) 101 and 102 moored in Bo. Obrero, Iloilo City; and PB 104 in Ilang, Davao City.

The announcement was formalized by PSALM through an Invitation to Bid that was published on Tuesday, 15 July 2014.

"The IDO procurement - composed of four (4) separate projects - has a total approved budget of PhP106 million (PhP106,109,735.00), and are intended for the continued operation of PSALM's various power plants this year," PSALM President and Chief Executive Officer Emmanuel R. Ledesma, Jr. said.

Broken down, the four (4) procurement projects are as follows:

- One (1) million liters of IDO for the Malaya TPP, with an Approved Budget for the Contract (ABC) of PhP41.1 million (PhP41,056,315.00);
- 500,000 liters of IDO for the Naga Power Plant, with an ABC of PhP20.6 million (PhP20,608,842.00);
- 550,000 liters of IDO for PBs 101 and 102, with an ABC of PhP23.5 million (PhP23,495,200.00); and
- 500,000 liters of IDO for PB 104, with an ABC of PhP20.9 million (PhP20,949,378.00).

The cost of the Bidding Documents for each procurement project is set at nonrefundable fee of PhP25,000.00. Mr. Ledesma noted that the purchase of the Bidding Documents is a requirement for attendance to the Pre-Bid Conference scheduled on 23 July 2014 at 10:00 a.m., as well as participation in the bidding that will be conducted on 06 August 2014 at PSALM's Makati City office.

Mr. Ledesma also mentioned that only bids submitted on or before 10:00 a.m. of 06 August 2014 will be accepted. The opening and evaluation of submitted bids will follow shortly thereafter at 10:30 a.m.
