The Power Sector Assets and Liabilities Management (PSALM) Corporation is looking for bidders for the supply and delivery of industrial fuel oil (IFO) requirements of the Malaya Thermal Power Plant (TPP) and Naga Power Plant Complex, as well as engine lubricating oil (ELO) needs of Power Barges (PBs) 101 and 102, and PB 104. The four (4) procurement projects were launched on Tuesday (27 May 2014) with the public announcement of the Invitation to Bid.
"These procurement projects will ensure readiness of our power facilities," PSALM President and Chief Executive Officer Emmanuel R. Ledesma, Jr. said.
Mr. Ledesma added that with the designation by the Department of Energy (DoE) of the Malaya TPP as a must-run unit, "PSALM must ensure availability of fuel supply at all times by maintaining adequate inventory."
PSALM specified that the Pre-bid Conference for the procurement projects will be held on 03 June 2014, 10:00 AM at the 6th Floor, Bankmer Building, 6756 Ayala Avenue, Makati City. The activity shall be open only to all interested parties who have paid for the Bidding Documents.
Bids will be accepted on or before 10:00 AM of 16 June 2014, with the opening and evaluation of bids following immediately at 10:30 AM. Late bids will not be accepted.
IFO procurement
PSALM is procuring 120 million liters of IFO for the Malaya TPP, which is located in Rizal province. The Approved Budget for the Contract (ABC) is PhP4.2 billion (PhP4,199,174,168.00).
The IFO procurement for the Cebu-based Naga Complex, on the other hand, is for 34.84 million liters, and has an ABC in the amount of PhP1.34 billion (PhP1,340,931,989.00).
In order to participate and as payment for the Bidding Documents, PSALM requires the payment of a non-refundable fee of PhP75,000.00 for each IFO procurement project.
ELO procurement
For its ELO procurements, PSALM is buying 180,000 liters of ELO for the Iloilo-based PBs 101 and 102, and 150,000 liters worth of ELO for PB 104, which is currently moored in Davao City. The ABC for PBs 101 and 102 procurement project has been set at PhP18.91 million (PhP18,912,486.00), while the ABC for PB 104 is PhP15.78 million (PhP15,780,531.00).
Participation in this bidding process requires the payment of the Bidding Documents, which PSALM has set at a non-refundable fee of PhP25,000.00 for each ELO procurement project. ###
