The Power Sector Assets and Liabilities Management (PSALM) Corporation has officially started - with the publication of an Invitation to Bid on Friday (04 April 2014) - its procurement of a total of 252.86 million liters of industrial fuel oil (IFO) for several power plants this year.
Specifically, PSALM announced that it will procure 115 million liters of IFO for the Western Mindanao Power Corporation (WMPC) in Sarangani; 60 million liters for the Southern Philippines Power Corporation (SPPC) in Zamboanga City; 36.16 million liters for the Naga Power Plant Complex in Cebu; 26.5 million liters for the Malaya Thermal Power Plant (TPP) in Rizal; 9.83 million liters for Power Barge (PB) 104 in Davao City; and 5.37 million liters for PBs 102 & 102 located in Iloilo Province.
PSALM added that the six (6) procurement projects have a total approved budget of PhP9.11 billion, which is broken down as follows:
- PhP4.12 billion (PhP4,119,407,940.00) for the WMPC;
- PhP2.15 billion (PhP2,154,097,933.00) for the SPPC;
- PhP1.34 billion (PhP1,341,200,414.00) for the Naga Complex;
- PhP953.61 million (PhP953,608,503.00) for the Malaya TPP;
- PhP351.91 million (PhP351,906,780.00) for PB 104; and
- PhP191.58 million (PhP191,582,352.00) for PBs 101 & 102.
"The IFO procurement projects are necessary for ensuring the continued operation of these power facilities this year," PSALM President and Chief Executive Officer Emmanuel R. Ledesma, Jr. said in a statement.
"As participation and payment for the Bidding Documents, PSALM requires a nonrefundable fee of PhP75,000.00 each for the WMPC, SPPC, Naga Complex, and Malaya TPP procurement projects; and PhP50,000.00 each for the PB 104, and PBs 101 & 102 IFO procurements," Mr. Ledesma explained. "Interested bidders may purchase the Bidding Documents beginning 04 April 2014, and payments can be either in cash or cashier's/manager's check," he added.
PSALM will hold the Pre-Bid Conference for the IFO procurements on 08 April 2014, 10:00 a.m. at its Makati City office, which will be open only to all interested parties who have purchased the Bidding Documents.
The deadline for the submission of bids is on 22 April 2014 at 10:00 a.m., with the evaluation of bids following at 10:30 a.m. Late bids, PSALM specified, will not be accepted.
