In separate Invitations to Bid published on Monday (24 February 2014), the Power Sector Assets and Liabilities Management (PSALM) Corporation has commenced the procurement activities for the supply and delivery of its partial industrial diesel oil (IDO) and industrial fuel oil (IFO) requirements for CY 2014.
"The IFO and IDO procurement projects shall ensure the operation of several government-owned power plants this year," PSALM President and Chief Executive Officer Emmanuel R. Ledesma, Jr. said. "These include the Southern Philippines Power Corp. (SPPC) in Zamboanga City; the Western Mindanao Power Corp. (WMPC) in Sarangani; the Naga Power Plant Complex in Cebu; Power Barges (PBs) 101 & 102 in Iloilo; PB 104 in Davao City; and the Ilijan Natural Gas Power Plant in Batangas," he added.
Mr. Ledesma noted that PSALM has set a total budget of PhP5.76 billion (PhP5,761,688,560.00) for the procurement of a total of 175 million liters of IFO, and a total approved budget of PhP1.33 billion (PhP1,325,240,550.00) for 31.2 million liters (31,232,570) worth of IDO.
IFO procurement
Specifically, PSALM has an Approved Budget for Contract (ABC) of PhP1.98 billion (PhP1,978,904,759.00) for the procurement of 60 million liters of IFO for SPPC, and an ABC of PhP3.78 billion (PhP3,782,783,801.00) for 115 million liters of IFO for WMPC.
PSALM requires the payment of a nonrefundable fee of PhP75,000 for each of the two procurement projects - either in the form of cash or cashier's/manager's check - as payment for the Bidding Documents. Issuance of said documents will begin on 24 February 2014.
A Pre-Bid Conference will be held on 04 March 2014, 10:00 a.m. at PSALM's Makati City office, and shall be open only to all interested parties who have purchased the Bidding Documents.
Bid submission deadline is on 18 March 2014 at 10:00 a.m. Late bids will not be accepted.
IDO procurement
PSALM's IDO procurement, on the other hand, consists of six procurement projects, which are broken down as follows:
- 460,000 liters for the NPPC, with an ABC in the amount of PhP19.6 million (PhP19,642,782.00);
- 275,000 liters for PBs 101 & 102, with an ABC of PhP12.6 million (PhP12,596.457.00);
- 380,000 liters for PB 104, with an ABC of PhP16.3 million (PhP16,310,893.00);
- 30 million liters for the Ilijan Natural Gas Power Plant, with an ABC of PhP1.27 billion (PhP1,271,535,571.00);
- 90,000 liters for the SPPC, with an ABC of PhP3.87 million (PhP3,873,665.00); and
- 27,570 liters for the WMPC, with an ABC of PhP1.28 million (PhP1,281,182.00);
For the purchase of the Bidding Documents, PSALM requires a nonrefundable fee of PhP25,000 for NPPC; PhP25,000 for PBs 101 & 102; PhP25,000 for PB 104; PhP75,000 for Ilijan; PhP5,000 for SPPC; and PhP5,000 for WMPC.
PSALM will hold a Pre-Bid Conference for the IDO procurement projects on 05 March 2014, 10:00 a.m., at its Makati City office, and shall be open only to all interested parties who have purchased the Bidding Documents.
Bid submission deadline is on 18 March 2014 at 10:30 a.m. Likewise, late bids will not be accepted.
