8 investors eyeing Agus VI uprating project

A total of eight (8) investor groups are keen on bidding for the uprating project of Units 1 and 2 of the Agus VI hydroelectric power plant, the Power Sector Assets and Liabilities Management (PSALM) Corporation reported recently.

PSALM specified that all of said bidders --- Alstom Philippines, Inc.; China International Water & Electric Corporation; Guangxi Hydroelectric Construction Bureau; HydroChina ZhongNan-HEC-BSPJV; Kaltimex Energy Philippines, Inc.; PHP Philippine Hydro Project Inc.; Vicente T. Lao Construction; and Zhejiang Fuchunjiang Hydropower Equipment Co. Ltd. --- have purchased the Bidding Documents and are currently conducting their due diligence on the project.

"We are happy with the turnout, and we hope everyone submits a bid. Other interested parties may still join this procurement project even until bidding day, as long as they purchase the Bidding Documents and submit the documentary requirements," PSALM President and Chief Executive Officer Emmanuel R. Ledesma, Jr. explained.

In a supplemental bid bulletin, PSALM through its Bids and Awards Committee announced that the deadline for the submission of bids has been extended to 30 September 2013 at exactly 12:00 noon.

At the pre-bid conference, which was held on 30 July 2013 at its head office in Makati City, PSALM said that five (5) interested parties attended to discuss the bidding procedures, as well as the technical specifications and requirements of the project.

The project intends to increase the power output of Units 1 and 2 of the Agus VI power plant from 25 megawatts (MW) to 34.5 MW each. It also aims to extend their economic life to another thirty (30) years.

Specifically, the project will include the investigation, design, engineering, manufacturing, installation, testing and commissioning of the new hydropower turbines and blades of the two Agus VI power units, as well as replacement of electrical equipment, materials and devices necessary for the safe and reliable operation of the power facilities. Upon award, the project is expected to be completed within nine hundred (900) calendar days.

The 200-MW Agus VI power plant is a run-of-river hydro plant located downstream of the famed Maria Cristina falls in Fuentes, Iligan City. The plant consists of Units 1 and 2 with rated capacities of 25 MW each, and Units 3, 4 and 5 at 50 MW each.
