PSALM procures diesel requisites of Ilijan nat gas plant

The Power Sector Assets and Liabilities Management (PSALM) Corporation will procure 30 million liters worth of industrial diesel oil (IDO) for the Ilijan Natural Gas Power Plant (NGPP), as announced in an Invitation to Bid (ITB) published on Friday, 26 July 2013.

The ITB stated that the contract for the supply and delivery of the Ilijan NGPP's diesel requirements has an approved budget of PhP1.2 billion (PhP1,208,794,663.00), and will be sourced from PSALM's 2013 Corporate Operating Budget.

"The procurement of the diesel fuel for the Ilijan plant is to ensure energy security in the Luzon Grid, taking into consideration the scheduled maintenance of the Malampaya natural gas facility this year," PSALM President and Chief Executive Officer Emmanuel R. Ledesma, Jr. explained.

PSALM announced that bidders must have completed, within five (5) years from the date of submission and receipt of the bids, a contract similar to the project, which is equivalent to at least 25% of the approved budget.

The bidding documents may be purchased by interested bidders beginning 26 July 2013 upon payment of a nonrefundable fee of PhP75,000.00, which may either be in cash or cashier's/manager's check.

PSALM noted that the selection will be through open competitive bidding in accordance with Republic Act No. 9184, the Government Procurement Reform Act.

The Pre-Bid Conference will be held on 02 August 2013, 10:30 AM at the 6th Floor, Bankmer Building, 6756 Ayala Avenue, Makati City.

PSALM said all bids must be delivered to PSALM on or before 14 August 2013, 10:00 a.m., as late submissions will not be accepted. The bid opening follows at 10:30 a.m.

Located in Ilijan in the Southern Luzon province of Batangas, the Ilijan NGPP is being operated by the Korea Electric Power Corporation (KEPCO) through KEPCO Ilijan Corporation. While its primary fuel source is natural gas coming from the Camago-Malampaya fields in Palawan, the Ilijan NGPP can also run on diesel fuel to meet the growing baseload power demands of the country.
