PSALM sets bidding for Agus VI uprating project

With its publication of the invitation to bid on Tuesday (16 July 2013), the Power Sector Assets and Liabilities Management (PSALM) Corporation has commenced the bidding for the uprating of Units 1 and 2 of the Mindanao-based Agus VI Hydroelectric Power Plant (HEPP).

"The uprating project intends to augment the power supply in Mindanao in about three years' time by increasing the power generating capacity of the Agus HEPP's Units 1 and 2 from 25 megawatts (MW) to 34.5 MW each. It will also effectively extend their economic life to at least another 30 years, and increase the efficiency of the two power units," PSALM President and Chief Executive Officer Emmanuel R. Ledesma, Jr. explained.

PSALM noted that the approved budget for the project is PhP2.6 billion (PhP2,598,170,000.00), and will be sourced through its 2013 Corporate Operating Budget.

The uprating project will include the investigation, design, engineering, manufacturing, installation, testing and commissioning of the new hydropower turbines and blades of the two Agus VI power units. The project will also include the replacement of electrical equipment, materials and devices necessary for the safe and reliable operation of the power facilities. Completion of works is within 900 calendar days, the public announcement said.

PSALM specified that prospective bidders must have completed, within 10 years from the bidding date, a contract similar to the project, and that the manufacturer of the turbines should have been in the business of manufacturing similar turbine types for not less than 10 years. The complete set of the bidding documents may be purchased at a nonrefundable fee of PhP100,000.00.

PSALM will hold a pre-bid conference for prospective bidders on 30 July 2013 at 10:00 a.m. at its Makati City office.

Bid submission deadline is on 30 August 2013 at exactly 12:00 noon, after which the opening and evaluation of bids will immediately follow.

The 200-MW Agus VI HEPP is a run-of-river hydro plant located downstream of the famed Maria Cristina falls in Fuentes, Iligan City. The complex consists of Units 1 & 2 with rated capacities of 25 MW each, and Units 3, 4 & 5 at 50 MW each.
