Bidding set for industrial diesel oil for 4 power plants

The Power Sector Assets and Liabilities Management (PSALM) Corporation recently launched the bidding for the procurement of industrial diesel oil (IDO) for four power plants through the publication of an Invitation to Bid (ITB) on 11 April 2013.

"These fuel procurements for the Malaya Thermal Power Plant, the Naga Power Plant Complex, and Power Barges (PB) 101 and 102 would ensure stability in the grids that these plants serve, especially now that the summer months are here," said Emmanuel R. Ledesma Jr., president and CEO of PSALM.

The ITB indicates that Malaya needs 1,500,000 liters, Naga Complex requires 780,000 liters, while PBs 101 and 102 call for 390,000 liters each. The combined Approved Budget for the Contract (ABC) for the supply and delivery of the IDO requirements is PhP123.6 million (PhP123,594,339.00). The Malaya facility has an ABC of PhP59.8 million (PhP59,820,314); the Naga Complex, PhP31.9 million (PhP31,908,649); PBs 101 and 102, PhP15.9 million each (PhP15,932,688).

Prospective bidders are required to pay a nonrefundable fee of PhP50,000.00 for the Malaya plant and PhP25,000.00 each for the Naga Complex, PBs 101 and 102 as a requirement for eligibility and issuance of the bidding documents which will be issued beginning Thursday, 11 April 2013, at the PSALM main office in Makati City. The documents can also be downloaded from the Philippine Government Electronic Procurement System or from the PSALM website (www.psalm.gov.ph).

PSALM will conduct the pre-bid conference for parties who have bought the bidding documents on Wednesday, 24 April 2013, starting at 10:30 a.m. at its main office to discuss the procedures and the salient features of the procurement project.

Deadline for the submission of bids for the IDO requirements is on Tuesday, 07 May 2013, at 10 a.m. to be followed by the opening and evaluation of the offers at 10:30 a.m.

The 650-megawatt (MW) Malaya Thermal Power Plant located in Pililia, Rizal, has two units, Malaya 1 with 300 MW and Malaya 2 with 350 MW, whose operations started in 1975 and 1979, respectively.

The Naga Complex is composed of the Cebu Diesel Power Plant and the Cebu Thermal Power Plant with a total combined rated capacity of 153.1 MW. The complex is located in Barrio Colon, Naga City, Cebu.

Commissioned in 1981, PBs 101 and 102 are currently moored at Bo. Obrero, Iloilo City, with a rated capacity of 32 MW each.
