PSALM to bid out Naga complex OMSC in November

The Power Sector Assets and Liabilities Management (PSALM) Corporation will resume the bidding for the one-year operation and maintenance service contract (OMSC) of the 145.8-megawatt (MW) Naga Power Plant Complex on 20 November 2012.

In its Invitation to Bid (ITB) published Wednesday, 24 October 2012, PSALM indicated that interested parties must have completed a contract similar to the Naga OMSC within five (5) years from the 20 November bid date. The fee for participation in the procurement project is PhP50,000.00, which already includes the bidding documents.

The Naga complex OMSC has an approved budget of PhP319 million (PhP319,389,297.00) that will be sourced from PSALM's corporate operating budget for 2012 and 2013.

The Pre-Bid Conference is scheduled on 07 November 2012, 2 p.m., at PSALM's main office in Makati City.

The deadline for submission and receipt of bids is 1 p.m. of 20 November 2012, with the evaluation of bids to follow at 1:30 p.m.

The Naga complex comprises three (3) power plants that use a combination of diesel, bunker C oil, and coal as fuel. These are the coal-fired 50-MW Cebu Thermal Power Plant 1 and 56.8-MW Cebu Thermal Power Plant 2; and the 39-MW Cebu Diesel Power Plant 1 which consists of six (6) diesel-fed power units with 6.5-MW capacity each. The plant complex is currently under an OMSC with SPC Power Corporation.
