PSALM rebids O&M contract for Malaya plant

The Power Sector Assets and Liabilities Management (PSALM) Corporation will rebid the operation and maintenance service contract (OMSC) for the 650-megawatt (MW) Malaya Thermal Power Plant after declaring the first round of bidding a failure.

In its Invitation to Bid (ITB) published on Thursday, 06 September 2012, PSALM said interested bidders for the one-year Malaya OMSC, which has an approved budget of PhP554 million (PhP553,828,800.00), should have completed a contract similar to the project within five years from the date of submission and receipt of bids.

The ITB stated that prospective bidders can obtain a complete set of bidding documents upon payment of the nonrefundable fee of PhP75,000 beginning on 06 September 2012.

PSALM will hold a Pre-bid Conference on 13 September 2012 at 2 p.m. at its Makati City office to brief bidders on the bidding procedures and to address concerns that may be raised regarding the process.

Bids must be delivered to PSALM on or before the bid submission deadline at 12 noon, 26 September 2012. The opening of bids immediately follows at 12:15 p.m.

PSALM declared the first round of bidding for the Malaya OMSC a failure after lone bidder SPC Power Corporation was post-disqualified due to some documentary deficiencies.

The Malaya power plant located in Pililla, Rizal Province is operated by PSALM pending its privatization. The facility consists of a 300-MW unit with a once-through type boiler and a 350-MW unit fitted with a conventional boiler. It was rehabilitated in 1995 by the Korea Electric Power Corporation under a 15-year rehabilitate-operate-manage-maintain agreement.
