PSALM to procure imported coal for Naga complex

The Power Sector Assets and Liabilities Management (PSALM) Corporation is looking for suppliers of imported coal for the Naga Power Plant Complex located in Naga, Cebu Province.

The procurement project for the supply and delivery of 104,000 metric tons of imported steaming coal to the Naga facility has an approved budget of USD16.8 million (USD16,815,782.00). PSALM's Invitation to Bid was published on Monday, 13 February 2012.

To qualify, interested bidders should have completed a contract similar to the project within five years from the date of submission and receipt of the bids, equivalent to at least 25% of the approved budget.

The prospective parties are also required to pay a non-refundable participation fee of PhP100,000 that includes the purchase of the bidding documents.

PSALM will hold a Pre-Bid Conference for the bidders on Tuesday, 21 February 2012, at 10 a.m. at its Makati office.

The submission of bids is on or before 10 a.m. of Tuesday, 06 March 2012, with the opening of bids to follow immediately at 10:15 a.m.

As successor owner to the National Power Corporation (NPC) pursuant to the Electric Power Industry Reform Act, PSALM procures the fuel requirements of the Naga Power Plant Complex while awaiting the asset's privatization.

PSALM recently began seeking the services of an operations and maintenance operator for the Naga facility in anticipation of the expiration of the Rehabilitate-Operate-Maintain-and-Manage Agreement between NPC and Salcon Power Corporation on 25 March 2012.
