EDCOP to undertake safety study on Angat facilities

The Power Sector Assets and Liabilities Management (PSALM) Corporation will procure the services of the Engineering Development Corporation of the Philippines (EDCOP), one of the leading engineering consultancy companies in the country, to conduct a safety study on the Angat Dam and Dike in Norzagaray, Bulacan.

According to PSALM President and CEO, Emmanuel R. Ledesma, Jr., PSALM recently issued the Notice of Award to EDCOP to officially grant the contract for the study. EDCOP emerged as the highest responsive bidder with a bid of PhP30.78 million (PhP30,779,200.00) after PSALM had shortlisted three bidders for the project in accordance with the Quality-Cost Based Evaluation Procedure under Republic Act No. 9184 (the Government Procurement Reform Act). EDCOP also passed the technical and financial evaluation conducted by PSALM.

Primarily involved in the engineering and design service for power and industrial systems, water resources, and agricultural infrastructures, EDCOP entered into a joint venture agreement with Tonkin & Taylor International to undertake the Angat safety study. Tonkin &Taylor is an employee-owned, New Zealand environmental and engineering consultancy company that provides innovative, cost-effective and sustainable solutions for a diverse range of clients.

Ledesma further explained that the study, which will be conducted for six months, is done to ensure the long-term safety and stability of the Angat Dam and Dike. EDCOP will investigate the major structures of the Angat hydroelectric power plant, which includes the 131-meter rock fill at the main dam and the approximately 52-meter rock fill dike dam. The company will also make recommendations to mitigate the risks in these structures.

Constructed in the early 1960s, the Angat Dam and Dike is a multipurpose project for domestic water supply, irrigation, power, and flood control. It supplies 97% of the service area of the Metropolitan Waterworks and Sewerage System (MWSS), generates approximately 246 megawatts of power for the Luzon Grid through the Angat power plant, and irrigates 25,000 hectares of rice land for the National Irrigation Administration (NIA).

Being a national security concern, the project is being undertaken in coordination with the MWSS, the NIA, the National Power Corporation, the Philippine Institute of Volcanology and Seismology, the Office of Civil Defense, the Philippine Atmospheric, Geophysical and Astronomical Services Administration, and the Provincial Government of Bulacan.
