PSALM receives ISO 9001:2008 certification

Complacency has no place in the Power Sector Assets and Liabilities Management (PSALM) Corporation.

After its substantial accomplishments in fulfilling its power privatization program, PSALM is now fortifying its technical capability to more efficiently implement its liability management mandate by further enhancing its work processes and systems.

PSALM continues to undertake important endeavors to firm up its commitment to institutionalize the culture of efficiency and competitiveness in the organization. One of these activities is the registration of PSALM in the International Organization for Standardization (ISO) certification programs.

PSALM's commitment was bolstered by the Certification International Philippines, Inc. (CIPI) which awarded the ISO 9001:2008 Certification to the Corporation after a thorough review of its quality management system (QMS). The recognition rites coincided with the opening ceremony of the PSALM Corporate Strengthening Week on 21 June 2010.

In its letter dated 12 June 2010, the CIPI confirmed the QMS of PSALM as ISO 9001:2008 certified. The confirmation was based on the results of the first surveillance audit that the CIPI conducted on 24 May 2010 to assess PSALM's QMS.

CIPI Managing Director Renato V. Navarrete disclosed that the audit conducted found PSALM's QMS was maintained in accordance with the requirements of ISO 9001:2008. The audit reported the strengths of PSALM's QMS and the activities that have been initiated by the various departments to meet their quality objectives and to ensure external and internal customer satisfaction.

The CIPI encouraged PSALM to constantly boost the effectiveness of its QMS as a tool for meeting organizational performance objectives. Subsequent audits will be conducted to track the progress and the results of the improvement actions of PSALM.
Former PSALM President Jose C. Ibazeta, who was Acting Energy Secretary when the ISO award was given, commended the Corporation for having successfully upgraded its ISO certification. The new certification, he said, demonstrates the commitment of PSALM and its employees to the consistent application of quality management principles and techniques.

Mr. Ibazeta congratulated PSALM Department Manager and Quality Management Representative Helen E.V. San Pedro for efficiently steering the whole process of migrating to ISO 9001:2008 that confirms PSALM's dedication to continuously upgrade its professionalism that is worthy of emulation by other agencies in the public sector.

For her part, Ms. San Pedro lauded the invaluable contributions of PSALM officials and employees in the renewal of the ISO certification. "PSALM received its ISO 9001:2000 certification two years ago. Now, we have successfully migrated to a new, higher standard, the ISO 9001:2008, thanks to the support and cooperation of everyone in PSALM," she said.

The ISO certification project is in compliance with Administrative Order No. 161 issued by former President Gloria Macapagal-Arroyo directing all government agencies and government-owned and-controlled corporations to establish an ISO-aligned QMS applicable to Philippine national standards.

The government aims to promote and enhance public sector performance, develop an institutional infrastructure that will provide certification comparable to international certification, and recognize customer-driven government organizations that have demonstrated alignment to international standards for other government agencies to emulate.
