Towards achieving a culture of quality and competitiveness

The Philippines needs to boost its culture of quality and competitiveness through quality work processes in organizations, enterprises and corporations, particularly in the public sector, to strengthen its niche in the global landscape.

In the 2006 World Competitiveness Yearbook, the Philippines was ranked number 49 among 61 countries, and number 77 among 117 countries in the Global Competitiveness Report of the World Economic Forum.

Heeding the call of the government to enhance the country's competitiveness ranking in the areas of business and government efficiency, the Power Sector Assets and Liabilities Management Corporation (PSALM) aims to complete the International Organization for Standardization (ISO) for Quality Management System (QMS) Certification Project before the year ends. Known as the ISO 9000 series, the project ensures consistency of quality products and services through quality processes. Its implementation will start in January 2008.

An offshoot of Administrative Order No. 161, the project directs all government agencies and government-owned and -controlled corporations to establish an ISO-aligned Quality Management System applicable to Philippine National Standards.

Signed by President Gloria Macapagal Arroyo on 05 October 2006, the order seeks to promote and enhance public sector performance; develop an institutional infrastructure that will provide certification comparable to international certification; and recognize customer-driven government organizations that have demonstrated alignment to international standards for other government agencies to emulate.

The PSALM planning team chaired by Department Manager Helen E.V. San Pedro had completed a work schedule for the Corporation's ISO Certification Project. It is now preparing a corporate wide ISO awareness program for employees, a QMS documentation seminar and Internal Quality Auditing training.

The team will also direct the development of the project in PSALM; plan, discuss and resolve problems affecting certification; oversee the progress and milestones against the schedule; and make adjustments and realignment of resources to meet the certification target date.

The team members include Financial Services Department Manager Cesar V. Ramirez, Contracts Management Department Manager Rico P. Valdellon, Human Resources Division Sr. Human Resource Specialist Rosario R. Ilagan, and HR specialist Antonia Lynnely L. Bautista, who will act as the secretariat.
