Psalm Announces Bidding For Decommissioned Cebu II Plant

Immediately following its invitation to bid for the Manila Thermal Power Plant last January 5, the Power Sector Assets and Liabilities Management Corp. (PSALM) will hold in March the public bidding for the 54 MW Cebu II Power Plant.

The Cebu Plant in Toledo City, Western Cebu, is the second of four non-operational plants to be sold by PSALM this year.

The Plant has three generating units which were commissioned between May 1982 and April 1983. It was originally designed to operate as a base-load plant connected to the Cebu Grid.

Since the Plant underwent preservation on December 1, 1997, its auxiliaries such as its steam system, condensate equipment, pumps and controls, control equipment, gauges, and panels remain functional and in good working condition.

While most of the Plant’s systems are well preserved and in good working condition, PSALM is strategically selling the Plant as decommissioned to take advantage of the vigorous market for scrap metal in such countries as China, to obtain optimal value for government.

PSALM is set to bid out the last two of the four non-operational plants—the 22.3 MW General Santos plant and the 104 MW Aplaya plant—in April and May, respectively.

Earlier, PSALM announced the bidding for the Manila Thermal Power Plant, the fifth biggest power plant on PSALM’s bid schedule with its generating capacity of 200 MW.

Manila Thermal has air pollution control facilities that enabled it to handle 996,000 pounds of gas per hour at a 280F temperature, as well as handle up to two tons of dust per hour from its two units.

The Plant also has water pollution control facilities, consisting of the oil-water separator, which prevents oil spills and leakages into the nearby Pasig River, and the Sewage-Treatment facility, which ensures the proper and clean disposal of sewage from the service building.

Formerly known as Tegen Station, the Plant was owned and operated by the Manila Electric Company (Meralco), until former president Ferdinand Marcos ordered NPC to monopolize the electric power generation industry, and Meralco sold the said plant. Following this transfer of ownership, the Plant was renamed the Manila Thermal Power Plant.

Unit One of the Plant was commissioned on Sept. 1, 1965 while Unit Two was commissioned on Oct. 15, 1966. The Plant was decommissioned in January 2000.
